Mandate

Mandate
The following are the major responsibilities of Jiangning Development Zone in observance of the requirements of the District Party Committee and District government to build Jiangning district into a new and high-tech concentrated area in Nanjing.
(1)To apply national, provincial and municipal guidelines, policies and regulations; to guide and administrate the Development Zone within its mandate entrusted by the District Party committee and District government; to formulate and work to realize the master plan of the Zone; to handle major issues emerging in the process of development and to coordinate and monitor the work of other government agencies stationed in the district.
(2)To be responsible for the planning, management and use of land; to supervise land allocation, selling and other related activities in accordance with the overall land development plan.
(3)With regard to the overall District layout, to be responsible for the Infrastructure, public facilities, other supportive work and environmental protection and pollution treatment in the area.
(4)Together with other department, to work out preferential economic and technical policies and administrative regulations and have them implemented.
(5)To attract investment to the District; to appraise, approve, check and monitor the invested projects.
(6)To administrate work safety of the enterprises in the District
and to provide supportive services.
(7)To work out and improve the district plan on industrial and
economic development and have it implemented.
(8)To manage the state-owned and collective assets in the District and to be responsible for the maintenance and value appreciation of the assets.
(9)To compile the District fiscal budget and final accounts.
(10)To be responsible for public facility management, public security, environmental cleaning and improvement.
(11)To take charge of and to strengthen Party building and cultural advancement; to organize Party activities, supervise and fight against corruption within the Party in the Zone.
(12)To guide community and rural activities in the district.
(13)To take care of other issues entrusted by the District Party committee and District government.
