Economic and Social Development Bureau
This agency is to work out the annual economic development plan and medium and long-term plans and to have them realized for the Zone; to formulate relevant preferential policies, solutions and incentives; to define and improve the District industrial and economic development plans and to materialize them; to draft the annual plan on Infrastructure building, technical renovation and new-tech introduction. It also examines and approves fixed assets investment and infrastructure projects; to take care of the application of setting up high-tech enterprises and products and field use license and visa; To oversee, inspect and monitor the work safety and the import and export business of enterprises; to monitor the human resources management in enterprises and to find jobs for the unemployed; to provide administrative services for enterprises when they employ, dismiss employees and college graduate including to check and handle the labor and social insurance registration, salary account, service contract, employment certificate for non-local-residents and the previous farmers; to check and approve the international travel either on business or not; to manage administrative and manufacturing taxes; to plan and promote the development of social endeavors in the Zone including science, education, culture, health and sports. |
