It is mandated to observe the application of national, provincial and municipal laws and regulations and to formulate the Zone tax regulations based on the actual situation in the Zone; to develop the goal and mid and long-term plans for the Zone and have them implemented; to work out the fiscal budget and final account for the Zone and be responsible for implementation; to monitor the on or off-balance sheet; to formulate and implement agriculture taxation policies and to collect tax; to collect the fund for the special foundation and its daily management which is directly managed and used by the administration committee; to administrate and guide enterprise accounting and accounts as well as the training and follow-up training of the accountants; to be responsible for fiscal registration, accounting service and accounting law enforcement; to manage the administrative and business receipts; and to administrate the state assets in the Zone.
